The problem

The permit is “in review”. Since when?

Entitlements are where schedules die, and their status usually lives in an inbox — a forwarded note from the expediter, three weeks old, that nobody has replaced because nobody knows it is stale.

Groundbreak tracks every approval as its own item, with a real status, the date it last changed, and the discipline responsible. When something has been sitting too long, the product says so rather than waiting to be asked.

One denial takes the whole project to Blocked. An item flagged stalled with the authority, another waiting on an approval that has not come through, and the dependency saying so in the row itself.
